Southwestern Fair Commission, Inc. is a private, non-profit corporation that was established by Pima County in 1975 to run the fairgrounds since the 1970s. According to the agreement between the Commission and Pima County for management, all profits from the fairgrounds are reinvested in the facility. Over the years the commission has invested many millions of dollars in the improvement of the facility.
