The petrochemical industry and related industries are the largest in China, with an annual production value of 14.5 trillion Yuan (2.111 trillion USD). The petrochemical sector has been plagued by major accidents. Statistics show that there were over 400 accidents nationwide from 2017 until the first half 2020, which caused hundreds of deaths and billions of RMB in economic losses. For example, the Linyi Jinyu Petrochemical Co. Ltd., Shandong Province, suffered a liquefied-gas leak on June 5, 2019. On July 12, 2019, an explosion took place in Yangchun Industrial Park. Jiang'an County is located in Yibin City, Sichuan Province. On November 28, 2019, Hebei Shenghua Chemical Industry Co Ltd located in Zhangjiakou Wangshan Circular Economy Demonstration Park, experienced a vinyl chloride deflagration due to a leakage. On March 21, 2020, the explosion of chemical tanks at Jiangsu Tianjiayi Chemical Co. Ltd. in Xiangshui County in Yancheng City, Jiangsu Province.

The Ministry of Emergency Management in the PRC has paid special attention to the production of safety standards for the petrochemical and petroleum industries. It organized expert meetings to discuss solutions and develop new standards. It also emphasized the need for petrochemical firms to set up a safe and protective system in order to promote a safer production environment across the country.
